(7)\n25-1517\nCD 13\nCATEGORICAL EXEMPTION and PLANNING AND LAND USE\nMANAGEMENT COMMITTEE REPORT relative to a California\nEnvironmental Quality Act (CEQA) appeal filed for the property located\nat 6253 West Hollywood Boulevard.\nRecommendations for Council action:\n1. DETERMINE, based on the whole of the administrative\nrecord, the Project is exempt from CEQA pursuant to the\nCEQA Guidelines, Section 15301, Class 1 (Existing\nFacilities), and 15323, Class 23 (Normal Operations of\nExisting facilities for public Gatherings), and there is no\nsubstantial evidence demonstrating that any exceptions\ncontained in Section 15300.2 of the CEQA Guidelines\nregarding location, cumulative impacts, significant effects\nor unusual circumstances, scenic highways, or hazardous\nwaste sites, or historical resources applies.\n2. ADOPT the amended FINDINGS of the Central Los\nAngeles Area Planning Commission (CLAAPC) as the\nFindings of Council.\n3. RESOLVE TO DENY THE APPEAL filed by Ned Pan, Inc.\n(Representative: Elkins Kalt Weintraub Reuben Gartside\nLLP), and THEREBY SUSTAIN the CLAAPC’s\ndetermination in approving a Categorical Exemption as\nthe environmental clearance for a Class 2 Conditional Use\nPermit to allow the continued sale and dispensing of a full\nline of alcoholic beverages for on-site consumption; for the\nproperty located at 6253 West Hollywood Boulevard.\nApplicant: Walter Schild, Meco Properties\nRepresentative: Stacey Brenner, Brenner Consulting Group Case No.\nZA-2024-6542-CUB-1A\nEnvironmental No. ENV-2024-6543-CE-1A\nRelated Cases: ZA-2024-6542-CUB; ENV-2024-6543-CE\nFinancial Policies Statement: The CLAAPC reports that there is no\nGeneral Fund impact as administrative costs are recovered through\nfees.
