(12)\n25-1502\nECONOMIC DEVELOPMENT AND JOBS COMMITTEE REPORT\nrelative to instructing all departments with responsibilities under\nExecutive Directive (ED) 11 to report on their implementation of ED 11;\nand related matters.\nRecommendations for Council action, pursuant to Motion (Nazarian -\nRaman):\n1. INSTRUCT all departments with responsibilities under ED 11—\nincluding the Los Angeles Police Department (LAPD), Los\nAngeles Fire Department (LAFD), Department of Transportation\n(DOT), Department of Recreation and Parks (RAP), Bureau of\nStreet Services (BSS), Bureau of Engineering (BOE),\nDepartment of Water and Power (DWP), Port of Los Angeles\n(POLA), and FilmLA—to report to Council within 45 days on\ntheir implementation of ED 11, including:\na. All departmental guidance, memos, or internal instructions\nissued pursuant to ED 11.\nb. Any workflow, staffing, or process changes adopted to\ncomply with ED 11.\nc. Any performance metrics or internal benchmarks used to\ntrack turnaround times, response rates, or permit-related\nservice delivery.\nd. Any operational challenges, bottlenecks, or resource\nneeds that have affected full implementation.\n2. INSTRUCT the departments named in Recommendation 1 to\ninclude ED 11 implementation updates in all future reports to\nCouncil relating to film permitting, operational coordination, or\ndepartmental performance.\n3. INSTRUCT the Board of Public Works Film Liaison to\nsynthesize these departmental reports into a consolidated\ncitywide ED 11 Implementation Summary within 60 days,\nidentifying areas of compliance, areas requiring clarification,\nand opportunities for future alignment with the Citywide Filming\nHandbook and Keep Hollywood Home reforms.\nFiscal Impact Statement: Neither the City Administrative Officer nor\nthe Chief Legislative Analyst has completed a financial analysis of this\nreport.\nCommunity Impact Statement: Yes For: Greater Wilshire\nNeighborhood Council Noho Neighborhood Council Los Feliz\nNeighborhood Council
