(15)\n25-1498\nECONOMIC DEVELOPMENT AND JOBS COMMITTEE REPORT\nrelative to an ordinance establishing a free Micro-Shoot Permit,\nrequired for any public-space filming activity.\nRecommendations for Council action, pursuant to Motion (Nazarian -\nBlumenfield):\n1. REQUEST the City Attorney, with assistance from FilmLA, the\nBoard of Public Works (BPW), the Los Angeles Police\nDepartment (LAPD), the Los Angeles Fire Department (LAFD),\nand the Los Angeles Department of Transportation (DOT), to\nprepare and present within 60 days an ordinance establishing a\nfree Micro-Shoot Permit, required for any public-space filming\nactivity that meets all of the following criteria:\na. Involves no more than 10 people on site.\nb. Uses only handheld cameras, smartphones, small tripods,\nor similar lightweight equipment.\nc. Does not block more than half of any sidewalk, maintains\nADA access, and does not restrict public use.\nd. Uses no generators, lighting units over 25 pounds, C-\nstands, dollies, or amplified sound.\ne. Does not require parking removal, traffic control, or\nexclusive use of the public right-of-way.\nf. Does not involve drones, pyrotechnics, simulated\nweapons, hazardous activities, or special effects.\ng. The ordinance shall further specify that:\ni. The Micro-Shoot Permit is free of charge.\nii. The permit shall require only minimal registration\ninformation (location, time window, contact person)\nto allow the City to maintain awareness and ensure\npublic-safety coordination when necessary.\n2. INSTRUCT the FilmLA to:\na. Integrate the Micro-Shoot Permit as a one-page, rapid-\napproval application on its digital platform.\nb. Issue approvals within 24 hours to the best possible\nexcept when safety concerns require clarification.\nc. Clearly publish guidance on when and how a micro-shoot\nmust obtain this no-fee permit.\nd. Include Micro-Shoot Permit data in its quarterly reporting\nto the Board of Public Works Film Liaison.\n3. INSTRUCT the BPW Film Liaison to develop standardized\nconditions for Micro-Shoot Permits—including safety guidance,\nneighborhood expectations, and ADA rules—and incorporate\nthis into the Citywide Filming Handbook. Further include that the\nestablishment of the free Micro-Shoot Permit shall not be\ninterpreted to allow FilmLA or any City department to\ndeprioritize or delay review of larger productions, including\nepisodic series, feature films, and major commercial shoots.\nFiscal Impact Statement: Neither the City Administrative Officer nor\nthe Chief Legislative Analyst has completed a financial analysis of this\nreport.
