(8)\n25-1518\nCD 11\nENVIRONMENTAL IMPACT REPORT (EIR) ENVIRONMENTAL\nFINDINGS, STATEMENT OF OVERRIDING CONSIDERATIONS,\nMITIGATION MONITORING PROGRAM, and PLANNING AND LAND\nUSE MANAGEMENT COMMITTEE REPORT relative to a California\nEnvironmental Quality Act (CEQA) appeal filed for the property located\nat 11973 – 11975 West San Vicente Boulevard.\nRecommendations for Council action:\n1. FIND that the City Council has reviewed and considered the\ninformation contained in the EIR No. ENV-2019-6645-EIR [State\nClearinghouse (SCH) No. 2020110210], dated February 2023\nand the Final EIR, dated September 2023, as well as the whole\nof the administrative record, including all written and oral\nevidence provided for the PLUM hearing on February 24, 2026.\n2. CERTIFY that:\na. The 11973 San Vicente Boulevard EIR has been\ncompleted in compliance with CEQA.\nb. The 11973 San Vicente Boulevard EIR was presented to\nthe City Council as a decision-making body of the lead\nagency.\nc. The 11973 San Vicente Boulevard EIR reflects the\nindependent judgment and analysis of the lead agency.\n3. ADOPT the following:\n\na. The related and prepared 11973 San Vicente Boulevard\nEIR Environmental Findings attached to the Council file,\nand the Additional Findings prepared by the Department\nof City Planning (DCP) in its report, dated February 19,\n2026, attached to the Council file.\nb. The Statement of Overriding Considerations, attached to\nthe Council file.\nc. The Mitigation Monitoring Program prepared for the 11973\nSan Vicente Boulevard EIR, attached to the Council file.\n\n4. RESOLVE TO DENY the appeal filed by Angelenos for Historic\nPreservation (Representative: Jamie Hall, Channel Law Group,\nLLP) on the action of the Board of Building and Safety\nCommissioners dated November 18, 2025, in certifying the EIR\n(EIR No. ENV-2019-6645-EIR, SCH No. 2020110210), and\nadopting CEQA Findings, a Statement of Overriding\nConsiderations, and the Mitigation and Monitoring Program; for\nthe proposed demolition of an existing two-story commercial\nbuilding, commonly referred to as the Barry Building, a\ndesignated Historic-Cultural Monument, located at 11973 –\n11975 West San Vicente Boulevard.\n5. INSTRUCT the Los Angeles Department of Building and Safety\n(LADBS), in consultation with DCP to file a Notice of\nDetermination consistent with the requirements of CEQA.\n\nApplicant: 11973 San Vicente, LLC\n\nRepresentative: Ed Casey, Alston & Bird\nBoard File No. 250851\nFiscal Impact Statement: None submitted by DCP. Neither the City\nAdministrative Officer nor the Chief Legislative Analyst has completed\na financial analysis of this report.
