(9)\n25-1512\nECONOMIC DEVELOPMENT AND JOBS COMMITTEE REPORT\nrelative to instructing the Economic and Workforce Development\nDepartment (EWDD) and FilmLA, to develop regional Memoranda of\nUnderstanding (MOUs) with neighboring film jurisdictions; and related\nmatters.\nRecommendations for Council action, pursuant to Motion (Nazarian -\nMcOsker):\n1. INSTRUCT the EWDD and FilmLA, with support from all\noverlapping Los Angeles County Councils of Government, to\ndevelop and negotiate regional Memoranda of Understanding\n(MOUs) with neighboring film jurisdictions within 180 days.\nThese MOUs shall include, but not be limited to:\na. Coordinating rules related to production categories and\npermitting thresholds.\nb. Sharing best practices for the use of public facilities,\nparking lots, civic spaces, and staging areas.\nc. Aligning business-development strategies to support film-\nrelated vendors and small businesses.\nd. Improving regional workforce training and placement\nefforts.\ne. Collaborating on soundstage expansion, Certified LA\nStage standards, and adaptive reuse opportunities within\nregional production corridors.\n2. REQUEST the Mayor’s Office to participate in the MOU\ndevelopment process and assist with regional coordination\nconsistent with Executive Directive 11.\n3. INSTRUCT the EWDD and FilmLA to report to Council within\n120 days on the status of MOU development, anticipated areas\nof regional alignment, and any additional recommendations to\nimprove regional filming competitiveness, workforce\ndevelopment, or production retention.\nFiscal Impact Statement: Neither the City Administrative Officer nor\nthe Chief Legislative Analyst has completed a financial analysis of this\nreport.
