5.\nAnimal Shelter and Animal Control Services Agreement with Inland Valley Humane Society &\nSPCA & Getting to Zero Resolution.\nIt is recommended that the City Council\n1. Approve Option 2— a two-year animal shelter and animal control services agreement with\nInland Valley Humane Society & SPCA (IVHS-SCPA) of Pomona, including 1-year of a\ndedicated Animal Control Officer exclusively assigned to Baldwin Park, for the period July 1,\n2026, through June 30, 2027; and\n2. Authorize an annual base service fee of $1,085,000 for Year 1 (FY 2026-27), subject to\nautomatic Consumer Price Index (CPI) increases capped at 5% annually thereafter; and\n3. Authorize an additional annual fee of $125,000 for a dedicated Animal Control Officer\nexclusively assigned to Baldwin Park, fully burdened, including overtime; and\n4. Approve a one-time infrastructure fee of $100,000, payable in two equal installments of\n$50,000 on July 1, 2026, and July 1, 2027; and\n5. Adopt the Getting to Zero Resolution, formalizing the City's commitment to partner with\nIVHS-SCPA in eliminating the euthanasia of healthy and adoptable animals through proactive\ncommunity programs; and\n6 Authorize the City Manager to execute all necessary agreement documents, transition\nmaterials, and related actions to implement the above.\n7. Authorize the Director of Finance to make the appropriation and include the funding in FY\n2026-27 and FY 2027-28 Annual Budgets.
