12.\nPUBLIC HEARING\nFISCAL YEAR 2025-2026\nANNUAL ACTION PLAN\nSUBSTANTIAL AMENDMENT NO. 2\nRecommended Action: Conduct a public hearing, and 1) adopt\nthe amended One-Year Action Plan (FY 2025-2026) and 2)\nauthorize the City Manager, or designee, to adjust the CDBG and\nHOME activity budgets to conform with any change to the formula\nfor grant allocations, and execute and submit all required\ndocuments and agreements to amend the One-Year Action Plan in\ncompliance with HUD regulations.
