(6)\n24-1043\nPERSONNEL AND HIRING COMMITTEE REPORT relative to\nsupplemental resources for the Human Resources and Payroll (HRP)\nProject.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. AUTHORIZE, by resolution, one Programmer Analyst IV (Class\nCode 1431-4) for the period March 1, 2026 to June 30, 2026,\nsubject to paygrade determination by the City Administrative\nOfficer (CAO), for the Information Technology Agency.\n2. AUTHORIZE, by resolution, one Fiscal Systems Specialist I\n(Class Code 1555-1), two Payroll Analysts (Class Code 1630),\nand one Financial Management Specialist IV (Class Code\n9198-4) for the period March 1, 2026 to June 30, 2026, for the\nController.\n3. INSTRUCT the CAO to process an unfreeze for four Accounting\nClerks (Class Code 1223) within the Los Angeles Police\nDepartment (LAPD) that are beyond the LAPD’s funded civilian\nhiring plan.\nFiscal Impact Statement: The CAO reports that there is no additional\nimpact to the General Fund. The relevant departments will absorb the\nadditional salary costs within budgeted funds for the current year.\nShould the positions continue in 2026-27, ongoing reductions or\nincreased revenues must be identified to offset the estimated General\nFund impact of $946,872 as part of the 2026-27 budget development\nprocess.\nFinancial Policies Statement: The CAO reports that the City’s\nFinancial Policies require that requests for new or expanded\nprograms be considered during the annual budget development\nprocess and only under extreme circumstances be approved on an\ninterim basis during the fiscal year. Accordingly, by approving these\npositions by resolution on a temporary basis, where Departments are\nto absorb the associated costs within their current operating budget\nwith no additional impact on the General Fund, and evaluating the\nongoing needs for HRP through the annual budget development\nprocess, the recommendations in this report are in compliance with\nthe City’s Financial Policies.
