(20)\n25-0607\nPERSONNEL AND HIRING COMMITTEE REPORT relative to medical\nservices at Los Angeles Police Department (LAPD) jail facilities.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. Transfer $980,000 from the Unappropriated Balance 100/58,\nAccount No. 580196 Reserve for Mid-Year Adjustments to the\nPersonnel Department in the following account to fund\nresources needed to continue operating the City’s three jail\nmedical dispensaries:\nFund/Department No. 100/66, Account No. 1070 Salaries As-\nNeeded: $980,000\n2. AUTHORIZE the City Administrative Officer (CAO) to make\ntechnical corrections as necessary to the transaction included in\nthis report to implement Mayor and Council intentions.\n3. INSTRUCT the Personnel Department Medical Services\nDivision (MSD), with the assistance of other relevant City\nentities, to work with the appropriate Los Angeles County\nentities to coordinate the Multi-Disciplinary Teams to address\nacute medical needs of individuals in LAPD custody.\n4. INSTRUCT the MSD to work with the Los Angeles Fire\nDepartment (LAFD) to co-locate LAFD resources with LAPD jail\nfacilities to provide medical services for individuals in LAPD\ncustody.\nFiscal Impact Statement: The CAO reports that approval of the\nproposed recommendations will result in a transfer from\nUnappropriated Balance, Reserve for Mid-Year Adjustments (General\nFund) to the Personnel Department’s operating budget in the amount\nof $980,000. This transfer is anticipated to fully resolve the\nDepartment’s projected Custody Medical Care Salaries, As-Needed\noverspending.\nFinancial Policies Statement: The CAO reports that the\nrecommendations contained in the February 6, 2026 CAO report,\nattached to the Council File, comply with the City’s Financial Policies\nas the recommended transactions use budgeted funds to support\ncurrent operations.
