ENV-2021-10633-EIR, STATE CLEARINGHOUSE (SCH)\nNO. 2021010117, AND FINDINGS PURSUANT TO CALIFORNIA\nENVIRONMENTAL QUALITY ACT (CEQA), PLANNING AND LAND\nUSE MANAGEMENT (PLUM) COMMITTEE REPORT, and\nORDINANCES FIRST CONSIDERATION relative to establishing the\nOne San Pedro (OSP) Specific Plan pursuant to Section 13B.1.2. of\nChapter 1A, adding a new Section of Chapter 1A to establish a new\nOSP Specific Plan Zone, and amending the Zoning Map of Section\n1.5.2 of Chapter 1A of the Los Angeles Municipal Code (LAMC) to\nallow for the phased redevelopment of the existing Rancho San Pedro\npublic housing development located at 275 West 1st Street\n[Assessor’s Parcel Numbers (APNs) 7449-017-900, 7449-017-901,\n7449-017-902, 7449-018-900, 7449-018-901, 7449-018-902, 7455-\n017-900, 7455-027-929, 7455-027-930, and 7455-027-931].\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. FIND, based on the independent judgment of the decision-\nmaker, after consideration of the whole of the administrative\nrecord, that the Project was assessed in the previously certified\nEIR, Case No. ENV-2021-10633-EIR (SCH No. 2021010117),\ncertified on November 30, 2023; and pursuant to\nCEQA Guidelines, Sections 15162 and 15164, no subsequent\nEIR, negative declaration, or addendum is required for approval\nof the Project.\n2. PRESENT and ADOPT the accompanying ORDINANCE dated\nFebruary 5, 2026, establishing the OSP Specific Plan pursuant\nto the provisions of Section 13B.1.2. of Chapter 1A of the\nLAMC, for a portion of the San Pedro Community Plan area.\n3. PRESENT and ADOPT the accompanying ORDINANCE dated\nFebruary 5, 2026, adding a new Section 8.3.5 to Article 8 of\nChapter 1A of the LAMC to establish a new OSP Specific Plan\nZone.\n4. PRESENT and ADOPT the accompanying ORDINANCE dated\nDecember 22, 2025, amending the Zoning Map of Section 1.5.2\nof Chapter 1A of the LAMC for the OSP Project (Project) which\nwould establish the OSP Specific Plan (Specific Plan) to allow\nfor the phased redevelopment of the existing Rancho San\nPedro public housing development, which occupies nine city\nblocks encompassing approximately 19.5 acres (Project Site);\nthe Specific Plan would establish standards to regulate land\nuse, development, and design and would permit a maximum of\n1,553 dwelling units, including restricted affordable units, and\n130,000 square feet of commercial space, and would also\nincorporate approximately 5.3 acres of publicly accessible open\nspace and provide circulation and public right-of-way\nimprovements; located at 275 West 1st Street (APNs 7449-017-\n900, 7449-017-901, 7449-017-902, 7449-018-900, 7449-018-\n901, 7449-018-902, 7455-017-900, 7455-027-929, 7455-027-\n930, and 7455-027-931).\nFiscal Impact Statement: None submitted by the City Attorney nor the\nDepartment of City Planning. Neither the City Administrative Officer\nnor the Chief Legislative Analyst has completed a financial analysis of\nthis report.
