7.2 REJECTION OF THE SINGLE BID RECEIVED FOR THE VETERANS MONUMENT\nPROJECT AND FINDING THAT THE PROPOSED CIP PROJECT CAN BE\nPERFORMED MORE ECONOMICALLY BY NEGOTIATED CONTRACT IN THE OPEN\nMARKET (Parco)\nRECOMMENDATION:\n1) Reject the single bid received for the Veterans Monument Project; and\n2) Find that the Veterans Monument Project can be performed more\neconomically by negotiated contract in the open market, pursuant to\nPublic Contract Code Section 20167; and\n3) Approve and adopt a Resolution finding and declaring that the Veterans\nMonument Project can be performed more economically by negotiated\ncontract in the open market and authorizing City staff to negotiate a\ncontract with Bolt Action GC, Inc., or with another qualified contractor,\npursuant to California Public Contract Code Section 20167; and\n4) Find and determine that compliance with the informal and formal bidding\nrequirements set forth in Rancho Santa Margarita Municipal Code Chapter\n3.07 (Procurement Code) is not in the best interest of the City based on\nthe information set forth in this report regarding the status of the\ncompetitive procurement process.\nItem No. 7.2
