Item 250:\nSubmission of Ballot Proposals for the November 3, 2026 Ballot.\nCity Council Policy 000-21 (https://docs.sandiego.gov/councilpolicies/cpd_000-21.pdf) establishes a\nprocedure for submittal of ballot proposals to the City Council, by members of the public, Councilmembers,\nthe Mayor or mayoral departments, independent department directors or a public agency. Ballot proposals\nmay be submitted to the Office of the City Clerk.  The City Clerk shall then transmit them promptly to Rules\nCommittee Consultant. The Committee may approve or reject\nproposals submitted for review. Ballot proposals may advance from initial review and proceed\nto a second Committee review.
