13.\nFISCAL YEAR 2026-27 DRAFT ACTION PLAN AND DRAFT\nEXPENDITURE PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK\nGRANT PROGRAM\nRECOMMENDED ACTION: 1. Approve the Fiscal Year (“FY”) 2026-27\nDraft Action Plan for the Community Development Block Grant (“CDBG”).\n2. Approve a 30-day public review and comment period and direct staff to\nreturn the item to City Council for final approval and adoption on May 5,\n2026.\nCITY MANAGER'S REPORT\nAt this time, the City Manager may comment on agenda and non-agenda items; and report on items of interest to the City Council\nand community.\nCITY COUNCIL COMMENTS\nAt this time, City Council Members may comment on agenda or non-agenda matters. No discussion may take place on any item\nnot appearing on the posted agenda. Council Members may ask a question for clarification, respond to statements made or\nquestions posed by the public, make a brief announcement, or make a brief report on his or her own activities. In addition, the City\nCouncil may refer to staff or other resources for factual information, request staff to report back at a subsequent meeting or direct\nstaff to place a matter of business on a future agenda.
