14. \n2025 HOUSING ELEMENT ANNUAL PROGRESS REPORT (COMMUNITY DEVELOPMENT)\nIt is recommended that the City Council:\n1. Find that the preparation, review, and submission of the 2025 Housing Element Annual Progress\nReport is not subject to the California Environmental Quality Act (CEQA), as the actions are not\na project as defined by Section 15378(b)(2) of the Public Resources Code; and\n2. Receive and file the 2025 Housing Element Annual Progress Report; and\n3. Authorize staff to submit the 2025 Housing Element Annual Progress Report to the California\nDepartment of Housing and Community Development (HCD) and to the Governor’s Office of\nPlanning and Research (OPR), and\n4. Take such additional, related, action that may be desirable.
