4.\nSidewalk Vending Regulations\nRecommendation:\nA. Conduct a Public Hearing;\nB. Find that the proposed action is exempt from the California Environmental Quality Act\n(CEQA) pursuant to CEQA Guidelines Sections 15061(b)(3) and 15378, as an action for\nwhich there is no possibility that the ordinance will have any significant effect on the\nenvironment;\nC. Introduce, read by title only, and waive further reading of Ordinance No. 1311 amending\nChapter 12.10 (Sidewalk Vending) of Title 12 (Streets, Sidewalks and Public Places) of the\nVernon Municipal Code pertaining to the regulation of sidewalk vending; and\nD. Direct staff to schedule the adoption for the April 7, 2026, City Council meeting.\nCONSENT CALENDAR\nAll matters listed on the Consent Calendar may be approved with one motion.
