3.\nAdoption of the 2025 California Building Standards Code by Reference\nRecommendation:\nA. Conduct a Public Hearing;\nB. Find that the proposed action is exempt from California Environmental Quality Act (CEQA)\nreview, because it is general policy and procedure-making activity that is unrelated to any\nspecific project, which must undergo separate CEQA review, and that will not result in direct\nphysical changes or reasonably foreseeable indirect physical changes in the environment,\nand therefore does not constitute a “project” as defined by CEQA Guidelines Section 15378;\nand\nC. Adopt Ordinance No. 1310 adopting the 2025 California Building Standards Code by\nreference.
