9.\nProfessional Services Agreement with Actum-E, LLC\nRecommendation:\nA. Find that it is in the best interests of the City to award a contract directly to Actum-E, LLC\nwithout a competitive selection process, pursuant to Vernon Municipal Code Section\n3.32.110(B)(2); and\nB. Approve and authorize the City Administrator to execute a Professional Services\nAgreement with Actum-E, LLC, in substantially the same form as submitted, for government\naffairs related to the Big 4 cities, for a total amount not-to-exceed $45,000, through June 30,\n2026.
