11.\nPROFESSIONAL SERVICES AGREEMENT FOR FINANCIAL AUDIT AND ACCOUNTING\nCOMPLIANCE SERVICES\nYouth Foundation, a nonprofit public benefit corporation, and authorize the completion,\nexecution, and filing of all documents necessary to establish the organization as a tax-exempt\nentity under State and federal law.\nThat the City Council authorize the City Manager or his designee to execute an Encampment\nDelegated Maintenance Agreement with the State of California, acting by and through the\nDepartment of Transportation (Caltrans) to specific maintenance functions.\nThat the City Council authorize the City Manager or his designee to execute Amendment No. 1\nto the Professional Services Agreement with George Hills Company, Inc. of Rocklin, California,\nfor third-party administration services for liability claims, extend the term by two years, and\nincrease compensation by $371,567, for a total not-to-exceed amount of $850,315.\nThat the City Council adopt an Ordinance prohibiting the sale of flavored tobacco, oil burners,\nnitrous oxide, and certain kratom products within the City.\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ONTARIO, CALIFORNIA, ADDING\nCHAPTER 34 (FLAVORED TOBACCO; NITROUS OXIDE) TO TITLE 5 (PUBLIC WELFARE, MORALS\nAND CONDUCT) OF THE ONTARIO MUNICIPAL CODE, PROHIBITING THE SALE OF FLAVORED\nTOBACCO, NITROUS OXIDE, AND KRATOM PRODUCTS WITHIN THE CITY, AND FINDING THE\nORDINANCE TO BE EXEMPT FROM CEQA.\nThat the City Council authorize the City Manager or designee to execute a three year\nprofessional services agreement with the accounting firm CliftonLarsonAllen LLP of Irvine,\nCalifornia for $447,740 to perform annual auditing and accounting compliance services for the\n2026 CLA - Professional Service Agreement
