Notwithstanding the foregoing, the\nactivity qualifies for an Exemption pursuant to Section 15061(b)(3) of the California\nEnvironmental Quality Act State Guidelines.\nRECOMMENDED ACTION:\nConduct the public hearing and place an ordinance on first reading adding Chapter 5.14\n(Community Benefit Districts) to the Chula Vista Municipal Code to establish procedures for the\nformation of Community Benefit Districts in the City of Chula Vista.
