11. Discussion of the Placement of a 0.75% Local Sales Tax Increase Measure for Consideration\nand Vote by the Electorate (Potentially for the March, 2024 General Municipal Election Ballot)\nRecommendation: (1) Consider, discuss and provide direction per the four points identified in\nthis report; (2) if decided to move forward, authorize the City Manager to enter into a\nconsultant agreement with FM3 for community survey services given their previous work with\nthe City and familiarity with the City’s needs, waiving formal professional services bidding\nrequirements as time is of the essence; and (3) direct staff to come back with the appropriate\nCity Council actions for placement of the proposed Measure on the March, 2024 General\nMunicipal Election ballot
