7.\na) Determine this action is exempt from the California Environmental Quality Act\n(CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines\nbecause this action will not result in a physical change to the environment, directly or\nindirectly;\nb) Approve Amendment No. One to Professional Services Agreement with COAR\nDesign Group for Balboa Branch Library and Fire Station No. 1 Design for\nconstruction support services for $290,000 for a total not-to-exceed amount of\n$987,248, and authorize the Mayor and City Clerk to execute the amendment; and\nc)\nApprove a Professional Services Agreement with Geocon West, Inc. for Balboa\nBranch Library and Fire Station No. 1 Geotechnical Services for geotechnical\ninspection services for a total not-to-exceed amount of $139,000 and authorize the\nMayor and City Clerk to execute the agreement.\nStaff Report\nAttachment A - Amendment No. One with COAR Design Group\nAttachment B - Professional Services Agreement with Geocon West, Inc.\nWaste Infrastructure System Enterprise Agreement (WISE Agreement)
