A\nConsideration and possible action to read by title only, waive further reading,\nand introduce Ordinance No. 1453 – An Ordinance adding Chapter 1.18 to\nthe Bellflower Municipal Code to establish publication requirements for\nofficial City actions pursuant to the City Charter.\nCEQA: The Ordinance is exempt from additional review under the California\nEnvironmental Quality Act (Public Resources Code §§ 21000, et seq., “CEQA”)\nand the regulations promulgated thereunder (14 California Code of Regulations\n§§ 15000, et seq., the “CEQA Guidelines”) because, under CEQA Guidelines\n§§ 15061(b)(3) and 15378(b)(5), the Ordinance establishes internal governmental\nprocedures that have no potential to cause a significant effect on the environment.\nRecommendation to City Council: 1) Read by title only, waive further reading, and\nintroduce Ordinance No. 1453; or 2) Alternatively, discuss and take other action\nrelated to this item.
