20.\nApprove an Agreement with Harris & Associates, Inc., in the amount of $196,890 plus a 15%\ncontingency for a total amount not to exceed $226,423.50, to provide engineering design services\nrelated to the Anaheim West Tower Bollards Project; authorize the Director of Public Works, or\ndesignee, to execute the agreement and related documents and to take the necessary actions to\nimplement and administer the agreement; and amend the Fire & Rescue Department’s budget by\n$226,424 from restricted FEMA Emergency Operations Center Grant Funds.
