CC 9. Amendment No. 1 to Agreement with LDM Associates, Inc. to Assist in the Administrative\nServices for the HOME- American Rescue Plan Project\nRecommendation(s):\n1. Approve Amendment No. 1 to Professional Services Agreement with LDM Associates,\nInc. (LDM) to assist in the Administrative Services for the HOME- American Rescue Plan\n(ARP) Application Plan and Policies until the project is completed.\n2. Authorize the City Manager, or his designee, to execute all related documents.\nCity of Lancaster qualified for an annual HOME Program allocation for Fiscal Year (FY)\n2021 and received HOME-ARP funds through the American Rescue Plan Act to address\nhomelessness and housing instability among vulnerable populations. Eligible populations\ninclude individuals and families who are homeless, at risk of homelessness, fleeing domestic\nviolence or human trafficking, veterans and their families meeting these criteria, and other\npopulations at greatest risk of housing instability. HOME-ARP funds may be used for\nactivities including the development or preservation of affordable housing, tenant-based\nrental assistance, supportive services, and the development or acquisition of non-congregate\nshelter.
