PUBLIC HEARINGS\nThe Midtown Recreation Center, located at 2340 W Ave J-8, Lancaster, CA 93536, is a\nsignificant and strategic new acquisition for the Parks, Arts, Recreation, and Community\nServices (PARCS) department. This facility is poised to become a vital hub for community\nengagement, featuring a full-size indoor gymnasium, multiple dedicated classrooms, and a\nspacious outdoor turf area. Its neighborhood-adjacent location will allow PARCS to\ndramatically expand recreational programming and better serve the needs of our residents.\nPH 1. Approval of the 2025 General Plan Annual Progress Report and the 2025 Housing Element\nAnnual Progress Report\nRecommendation(s):\n1. Adopt Resolution No. 26-__ approving the 2025 General Plan Annual Progress Report and\nthe 2025 Housing Element Annual Progress Report.\nCalifornia Government Code Section 65400 mandates that each city and county planning\nagency prepare an annual report on the status and progress in implementing their General\nPlan and Housing Element. The General Plan Annual Progress Report and the Housing\nElement Annual Progress Report (APRs) are submitted to the State Office of Land use and\nClimate Innovation (LCI) and the California Department of Housing and Community\nDevelopment (HCD) every year.\nPH 2. Introduce Ordinances Amending Title 5 (Business Licenses) of the Lancaster Municipal Code\nfor Amortization Purposes\nRecommendation(s):\n1. Conduct a Public Hearing\n2. Tobacco Retail Establishments Ordinance\na. Introduce and waive further reading of proposed Ordinance XX amending Section\n5.42.130 of the Lancaster Municipal Code to eliminate references to “deemed approved”\nstatus for tobacco retailers;\nb. Determine that the ordinance is exempt from CEQA pursuant to Section 15061(b)(3); and\nc. Direct staff to return for second reading and adoption.\n3. Alcoholic Beverage Establishments and Recycling Facilities Ordinance\na. Introduce and waive further reading of proposed Ordinance XX amending Section\n5.04.050 of the Lancaster Municipal Code to require applicants for alcoholic beverage\nestablishment business licenses to demonstrate compliance with applicable zoning permits\nunder Title 17 and establish additional business license requirements for recycling facilities;\nb. Determine that the ordinance is exempt from CEQA pursuant to Section 15061(b)(3); and\nc. Direct staff to return for second reading and adoption.\n4. Massage Establishments Ordinance\na. Introduce and waive further reading of proposed Ordinance XX amending Section\n5.34.150 of the Lancaster Municipal Code to eliminate references to “deemed approved”\nstatus for massage establishments;\nb. Determine that the ordinance is exempt from CEQA pursuant to Section 15061(b)(3); and\nc. Direct staff to return for second reading and adoption.
