9.\nPublic Hearing to Consider FY 2026-2027 One-Year Action Plan and Approval of\nResolution to Adopt CDBG and HOME Funding Allocations\nRECOMMENDATION:\nThat the City Council:\nOpens the public hearing;\n1.\nAccepts public testimony for the draft FY 2026-2027 One-Year Action Plan;\n2.\nCloses the public hearing;\n3.\nAccepts staff recommendations for projects and programs using FY 2026-2027\nCommunity Development Block Grant (“CDBG”) and HOME Investment\nPartnership (“HOME”) grant funds and other CDBG, HOME, and\nHOME-American Rescue Plan (“HOME-ARP”) prior year unallocated fund\nbalances and carryover funds;\n4.\nAuthorizes staff to release the draft FY 2026-2027 One-Year Action Plan for a\nthirty-day review and comment period from April 1, 2026, to April 30, 2026;\n5.\nAdopts the next Resolution, in order:\n6.\nTo approve an allocation of $300,000 in HOME funds to Crisis House for\nthe implementation of a Tenant-Based Rental Assistance Program; to\napprove the reauthorization and allocation of HOME funds for $900,000, or\ncarryover fund balance, whichever is less, to the San Diego Housing\nCommission to continue administering the First Time Homebuyer Program;\na.\nTo approve an allocation of $1,864,127 in HOME-ARP funds to Wakeland\nHousing for the production or preservation of affordable rental housing\nserving qualifying populations; and\nb.\nMake the necessary changes to the One-Year Action Plans, authorize the\nCity Manager or designee to execute the subrecipient and funding\nagreements and any other documentation required, and submit all required\ndocumentation to the U.S. Department of Housing and Urban Development\n(“HUD”) for activities that are described in the Resolution.\nc.\nADMINISTRATIVE REPORTS:
