10A. Public hearing to consider the introduction of City Council Ordinance No.\n2026-07 to adopt a native plant ordinance and to provide staff direction on\nnative plant incentive programs. Environmental Considerations: The action\nbeing considered by the City Council is exempt from environmental review in\naccordance with California Environmental Quality Act (CEQA) Guidelines\nSection 15307 (Class 7), Actions by Regulatory Agencies for Protection of\nNatural Resources; Section 15308 (Class 8), Actions by Regulatory Agencies\nfor Protection of the Environment and Section 15300.2, Exceptions. Section\n15307 provides a categorical exemption for actions taken by regulatory\nagencies, as authorized by State law or local ordinance, to assure the\nmaintenance, restoration, or enhancement of a natural resource where the\nregulatory process involves procedures for protection of the environment.\nSection 15308 provides a categorical exemption for actions taken by\nregulatory agencies, as authorized by State or local ordinance, to assure the\nmaintenance, restoration, enhancement, or protection of the environment\nwhere the regulatory process involves procedures for protection of the\nenvironment. Section 15300.2 identifies a series of exceptions, that if\napplicable, prohibit the application of a categorical exemption and therefore\npreclude a project from being found categorically exempt. The proposed\nproject is not identified as a prohibited exception; and therefore, the\nexemption applies.
