8E.\nProfessional Service Agreement between the City of Encinitas and Granicus,\nLLC. for proactive identification, monitoring, documenting and compliance\noutreach (courtesy noticing) of Short-Term Rentals.  Environmental\nConsiderations: The action being considered by the City Council is exempt\nfrom the California Environmental Quality Act (CEQA) because it is not a\n"project" under Section 15061(b)(3) of the CEQA Guidelines because it can be\nseen with certainty that there is no possibility that the activity in question may\nhave a significant effect on the environment.
