8J.\nSummary vacation of two adjacent Irrevocable Offers of Dedication (IOD)\ngranted to the County of San Diego over Lot 4 and Lot 5 of Block 103 of Map\n1547, along Sheffield Ave (449 Sheffield Avenue).  Environmental\nConsiderations: The project is exempt from the California Environmental\nQuality Act (CEQA) pursuant to the common sense exemption in Section\n15061(b)(3) of the CEQA Guidelines because it can be seen with certainty that\nthe activity will not result in a direct or indirect physical change in the\nenvironment.
