8H. Amendment No. 2 to Brent Stephens, DBA Concept Creative LLC\nIndependent Contractor Agreement. Environmental Considerations: The action\nbeing considered by the City Council is exempt from the California\nEnvironmental Quality Act (CEQA) because it is not a "project" under Section\n15061(b)(3) of the CEQA Guidelines because it can be seen with certainty that\nthere is no possibility that the activity in question may have a significant effect\non the environment.
