8F.\nAmendment No. 2 to Martha Massey’s Independent Contractor Agreement.\nEnvironmental Considerations: The action being considered by the City\nCouncil is exempt from the California Environmental Quality Act (CEQA)\nbecause it is not a "project" under Section 15061(b)(3) of the CEQA\nGuidelines because it can be seen with certainty that there is no possibility\nthat the activity in question may have a significant effect on the environment.\nThe action is also exempt from CEQA under Section 15378(b)(5) of the CEQA\nGuidelines because it involves an organizational or administrative activity of\ngovernment that will not result in the direct or indirect physical change in the\nenvironment.  Contact Person: Recreation Services Manager Goodsell\nRecommended Action: Approve and authorize the City Manager in\nconsultation with the Interim City Attorney, to execute Amendment No. 2 in\nsubstantial form as with Martha Massey, increasing the instructor\ncompensation, not to exceed amount from the initial agreement to the\nprojected amount in Amendment No. 2 and to extend for one additional term of\n12 months for a total agreement of 6 years.\n2026-03-25 Item 08F Amendment to Martha Massey Agreement
