F.3.\nDIRECTION TO REQUIRE APPLICANT BACKGROUND INFORMATION\nFOR DEVELOPMENT AGREEMENTS AND SPECIFIC PLANS [L.\nMEISTER]:\nSUBJECT: The City Council will consider requiring applicants for\nDevelopment Agreements and Specific Plans to submit standardized\ninformation about their qualifications, experience, and track record. The\ngoal is to improve transparency and support more informed and consistent\ndecision-making in the review process for these types of development\napplications.\nRECOMMENDATIONS:\n1)\nRequire applicants for Development\nAgreements and Specific Plans to submit supplemental information as\npart of their application, including company background and organizational\nstructure; relevant experience with similar projects; and history of prior\nwork or projects within the City of West Hollywood and other local\njurisdictions, if applicable; 2) Direct staff to develop and implement a\nstandardized process and guidance materials to communicate the new\nrequirements, and to apply these requirements to all applicable\napplications submitted on or after January 1, 2027, as well as to\napplications brought forward to the City Council for consideration on or\nafter that date, to allow sufficient time for outreach and transition; and 3)\nDirect staff to include the information provided by the applicant and any\nadditional relevant applicant information in the City Council staff report\nwhen the application is considered.\nseparate discussion are considered at this time.\nCouncil on any item of interest within the subject matter jurisdiction of the\nCouncil that could not be heard under Item A.1. at the beginning of the meeting.\nCOUNCILMEMBER COMMENTS AND MEETING ATTENDANCE REPORTS: This\nportion of the meeting is set aside for general comments, announcements,\nrequests of staff, subcommittee meeting reports, and/or other issues of concern\nfrom members of the City Council.
