4.\nAward a construction contract to the lowest responsible bidder, Outsource Utility Contractor, LLC,\nin the amount of $4,877,934.60 plus a 10% contingency, for the Park Substation Line Extension\nProject to the Gypsum Canyon Memorial Park Development; authorize the Director of Public\nWorks, or designees, to execute the contract and any other related documents, including any\ncost-neutral amendments of the contract and any documents contemplated by the contract, and\nto take such actions as are necessary, required, or advisable to implement and administer the\ncontract; determine that the project is statutorily and categorically exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to Public Resources Code Section 21080.62 and\nCEQA Guidelines (California Code of Regulations, Title 14, Chapter 3) Sections 15301(b),\n15302(c) and (d), and 15303 and further determine that none of the exceptions to the categorical\nexemptions set forth in CEQA Guidelines Section 15300.2 apply; and authorize the Finance\nDirector to execute the Escrow Agreement pertaining to contract retentions in accordance with\nPublic Contract Code Section 22300.
