D.\nConsider awarding a Professional Services Agreement to Witt O’Brien’s, LLC\nfor on-call grant management and administration services. (Bryden)\nRecommendation: 1) Award a Professional Services Agreement (PSA) to\nWitt O’Brien’s, LLC (Witt O’Brien’s) for on-call California Governor’s Office of\nEmergency Services (Cal OES) and Federal Emergency Management Agency\n(FEMA) grant management and administration services for Fiscal Year (FY)\n2025-26 through 2028-29 as follows: a. In a not-to-exceed amount of\n$250,000 per fiscal year (FY) starting with FY 2025-26 plus cumulative annual\nconsumer price index (CPI) increases for FY 2026-27 through 2028-29 not to\nexceed 3% per FY; b. A 15% annual contingency after application of each CPI\nincrease; c. An optional three-year extension through FY 2031-32; and, 2)\nAuthorize the Mayor and City Clerk to execute the PSA, in a form approved by\nthe City Attorney.\nAgenda Report
