7.1 Proposed Federal Grant Funding: Conduct a Public Hearing and Receive Recommendations\nfor the Fiscal Year 2023/2024 Annual Action Plan\nReport Number: 23-0086\nLocation: No specific geographic location\nDepartment: Housing and Homeless Services Department\nEnvironmental Notice: The activity is not a “Project” as defined under Section 15378 of the\nCalifornia Environmental Quality Act (“CEQA”) State Guidelines and Title 24 of the Federal\nCode of Regulations; therefore, pursuant to State Guidelines Section 15060(c)(3) and Federal\nGuidelines Part 58.34(a)(2) & (3) no environmental review is required. Notwithstanding the\nforegoing, the activity qualifies for an Exemption pursuant to Section 15061(b)(3) of CEQA and\nPart 58.34 (a)(2) & (3) of the National Environmental Policy Act (“NEPA”).\nRECOMMENDED ACTION:\nConduct the public hearing and receive community input on the Fiscal Year 2023/24 Annual\nAction Plan recommendations for federal grant funding, including the Community Development\nBlock Grant, Emergency Solutions Grant, and the Home Investment Partnerships Act\nprograms.
