17. I-10 Freeway Fire Emergency Recovery\nRecommendation as submitted by Supervisors Solis and Hahn: Instruct the\nDirector of the Office of Emergency Management to coordinate with County\nDepartments to take necessary actions to support the recovery phase for the\ncommunities impacted by the I-10 Freeway Fire (Fire); and instruct County\nDepartment Heads to take the following action, in coordination with Caltrans, the\nCity of Los Angeles, and any other specific actions necessary to recovery:\nInstruct the Director of Public Health to work with jurisdictional leads -\nCaltrans, the City of Los Angeles, South Coast Air Quality Management\nDistrict, and the Los Angeles Unified School District, to assist with\nanalysis of available air quality measurement data and highlight key\ninsights on impacts from the fire debris, hazardous waste, and/or\nemissions related to the Fire, and increased congestion resulting from\nthe I-10 Freeway closure and/or detour routes, as deemed feasible, to\ncommunicate any potential adverse health impacts;\nInstruct the Director of Consumer and Business Affairs in partnership\nwith the Director of Economic Opportunity, and pertinent agencies and\noffices responsible for advancing equity and inclusion in County\nservices, including the Director of the Office of Immigrant Affairs, in the\nDepartment of Consumer and Business Affairs, and the Executive\nDirector of Racial Equity, in coordination with the Director of the Office\nof Emergency Management, the City of Los Angeles, and local business\nleaders including, but not limited to, the Downtown Industrial District\nBusiness Improvement District, to conduct outreach to business owners\nand workers impacted by the Fire and provide business recovery\nresources including, but not limited to, case management, legal\nrepresentation, and small business recovery support in multiple\nlanguages and with an aim to reduce administrative burdens to mitigate\nloss experienced due to the Fire, especially by small businesses;\nAuthorize the Director of Public Works, acting as the Road\nCommissioner, the Chief Engineer of the County Flood Control District,\nand County Engineer, to work with Caltrans and pertinent agencies to\nensure stormwater and runoff pollution control practices are implemented\nduring fire debris clean-up and repair work to reduce the pollutants\ncontained in discharges to a District storm drain and/or receiving waters,\nand develop a strategy to prepare and implement Integrated Corridor\nManagement plans in partnership with Caltrans and the Los Angeles\nCounty Metropolitan Transportation Authority for major freeway corridors\ntraversing unincorporated areas to proactively integrate existing or future\ninfrastructure and strengthen collaboration on operations and incident\nresponse;\nDirect the Chief Executive Officer to work with the Directors of Internal\nServices, Regional Planning, Public Works, and other relevant\nDepartments, to prepare a map-based inventory of Caltrans-owned\nproperties leased by any and all County Departments, assess\ncompliance with the lease terms, and recommend corrective action if\nneeded, if any;\nDirect the Chief Executive Officer to send a five-signature letter to\nGovernor Gavin Newsom thanking him for proclaiming a State of\nEmergency for the Fire to expedite work to repair and reopen the critical\ntransportation link as soon as possible and to request his continued\nsupport with financial assistance for the recovery phase for the\ncommunities impacted by the Fire; and\nInstruct the Director of the Office of Emergency Management, in\nconjunction with the Directors of Public Works, Public Health, Mental\nHealth, Consumer and Business Affairs, Economic Opportunity, and\npertinent agencies, to report back to the Board in writing, in two weeks,\non what actions have been taken and outcomes that have been achieved\nto support the recovery phase.
