6.2\nConsideration of Adoption of Interim Urgency Ordinance No. 966-U Extending the\nMoratorium on the Acceptance, Processing, and Approval of Licenses, Permits,\nApprovals, or other Entitlements for Use, Including any Modification Thereof, for\nCannabis Retail Businesses\nRECOMMENDATION: It is staff’s recommendation that the City Council:\n1. Determine that proposed Interim Urgency Ordinance No. 966-U is\ncategorically exempt from the California Environmental Quality Act\n(“CEQA”) (Pub. Res. Code § 21000 et seq.); and\n2.
