6.3\nPublic Hearing to Consider: 1) Adoption of a Resolution Making Findings Required\nby Government Code Sections 4217.12(A)(1)-(2) to Authorize the Execution of an\nEnergy Services Agreement with ABM Building Solutions, LLC for Energy\nConservation Improvements; and 2) Adoption of a Resolution Making Findings\nPursuant to Government Code Section 4217.13 to Approve a Related Equipment\nLease-Purchase Agreement and Payment Schedule with Capital One Public\nFunding, LLC\nRECOMMENDATION:\nIt is staff’s recommendation that the City Council:\n1. Adopt Resolution No. 2026-34 making findings required by Government\nCode sections 4217.12(a)(1)-(2) to authorize the City Manager to execute a\nContract Services Agreement and Annual Energy Cost Avoidance\nAgreement with ABM Building Solutions, LLC for energy conservation\nimprovements in a form approved by the City Attorney; and\n2.
