(2)\n26-0047-S2\nCD 14\nREQUEST TO CONTINUE TO 5/12/26\nEnvironmental Impact Report (EIR) No. ENV-2021-4071-EIR [State\nClearinghouse (SCH) No. 2022030295], including Draft EIR and Final\nEIR (Fourth and Central Project EIR), Statement of Overriding\nConsiderations, Mitigation Monitoring Program, and related\nEnvironmental Findings; report from the Los Angeles City Planning\nCommission (LACPC); and an appeal filed by Kristin Fukushima, of the\ndetermination of the LACPC in: 1) approving a Main Conditional Use\nPermit to permit the sale and dispensing of alcoholic beverages for on-\nsite and/or off-site consumption within up to 10 establishments,\npursuant to Los Angeles Municipal Code (LAMC) Section 12.24 W.1;\nand, 2) approving a Site Plan Review for a development project which\ncreates, or results in an increase of 50,000 gross square feet of\nnonresidential floor area, or 50 or more dwelling units, pursuant to\nLAMC Section 16.05; for the Fourth & Central Project (Project) that\nwould consist of three distinct sites with a total land area of\napproximately eight acres, comprised of the following areas: North Site\n(1.35 acres) located at the northeast corner of 4th Street and Central\nAvenue; South Site (5.99 acres) located south of 4th Street between\nCentral Avenue and Alameda Street; and West Site (0.32 acres)\nlocated at the northwestern intersection of Gladys Avenue and Central\nAvenue, the Project would demolish the existing surface parking and\ncold storage facility uses on the West and South Sites, and would\nadaptively reuse, if feasible, a portion of a six-story cold storage\nbuilding on the North Site while demolishing the remaining warehouse\nuses, the Project would include a mix of residential, office, and\nrestaurant/retail uses within 10 distinct buildings within the Project Site\ntotaling up to 2,318,534 square feet of floor area, the Project would\ninclude: 1,589 residential units, including affordable housing units,\ntotaling 1,761,673 square feet; 411,113 square feet of office uses; and\n145,748 square feet of restaurant/retail uses, the Project would include\napproximately two acres of publicly accessible open space, the\nproposed buildings would range in height from two to 30 stories, with a\nmaximum height of 364 feet, parking would be provided in up to four\nlevels of subterranean parking and in above-grade parking podiums;\nfor the properties located at 400 South Central Avenue (364 - 448 and\n425 - 433 South Central Avenue; and 715 and 730 East 4th Street),\nsubject to Conditions of Approval; and adoption of project findings.\nApplicant: Standard Southern Corporation\nRepresentative: Mayer Brown, LLP\nCase No. CPC-2021-4069-GPAJ-VZCJ-HD-MCUP-SPR-HCA-1A\nEnvironmental No. ENV-2021-4071-EIR\nRelated Cases: VTT-82974-CN-HCA-2A; CPC-2021-4069-GPAJ-\nVZCJ-HD-MCUP-SPR-HCA\nFiscal Impact Statement: Yes
