13.\nAUTHORIZATION TO EXECUTE THE THIRD AMENDMENT TO THE\nMEMORANDUM OF UNDERSTANDING WITH THE COUNTY OF ORANGE FOR\nTHE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM\nRecommendations:\n1. Authorize the City Manager to execute the Third Amendment to the Memorandum\nof Understanding with the County of Orange for the Community Development\nBlock Grant Program, extending the term through June 30, 2027, and secure\n$140,326 to offset operational costs at the City’s Alternative Sleeping Location in\nFiscal Year 2027; and\n2. Find that the proposed action is not a “project” under the California\nEnvironmental Quality Act pursuant to CEQA Guidelines Section 15378(b)(4) and\n(5).
