10.\nApprove Fiscal Year 2026-2027 Community Development Block Grant Annual Action Plan\nThat the City Council adopt a resolution entitled:\nRESOLUTION NO.\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nTEMECULA APPROVING THE 2026-2027 ANNUAL ACTION PLAN\nAS AN APPLICATION TO THE U.S. DEPARTMENT OF HOUSING\nAND URBAN DEVELOPMENT (HUD) FOR FUNDING UNDER THE\nFEDERAL COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)\nPROGRAM AND FINDING THAT THE ACTION IS EXEMPT FROM\nENVIRONMENTAL\nREVIEW\nUNDER\nTHE\nNATIONAL\nENVIRONMENTAL POLICY ACT PURSUANT TO 24 CFR 58.34(A)\n(1) AND THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\nRecommendation:\n(CEQA) PURSUANT TO CEQA GUIDELINES SECTION 15262 AND\n15378(B)(4)\nResolution\nExhibit A - 2026-2027 Annual Action Plan\nNotice of Public Hearing\nAttachments:\nPUBLIC COMMENTS - NON-AGENDA ITEMS\nA total of 30 minutes is provided for members of the public to address the City Council on matters not\nlisted on the agenda. Each speaker is limited to 3 minutes. Public comments may be made in person at\nthe meeting by submitting a speaker card to the City Clerk. Speaker cards will be called in the order\nreceived. Still images may be displayed on the projector. All other audio and visual use is prohibited.\nPublic comments may also be submitted by email for inclusion into the record. Email comments must\nbe received prior to the time the item is called for public comments and submitted to\nCouncilComments@temeculaca.gov.
