(14)\n25-1476\nA California Environmental Quality Act (CEQA) determination pursuant\nto CEQA Guidelines, Section 15378, 15061(b)(3), and 15308 (Class\n8), and related CEQA findings; report from the Los Angeles City\nPlanning Commission (LACPC); and Appeals filed by E & B Natural\nResources Management Corporation, Hillcrest Beverly Oil Corporation,\nE&B ENR I, LLC, and Elysium Natural Resources, LLC; and Warren\nE&P, Inc.; Warren Resources of California, Inc.; and Warren\nResources, Inc. (Representatives: Matthew Wickersham Alston & Bird\nLLP, Ty Thompson, Warren Resources, Inc.) from the determination of\nthe LACPC that the issuance of a Zoning Administrator’s Interpretation\n(ZAI) that interprets “well maintenance” is not a “Project” as that term is\ndefined by CEQA Guidelines, Section 15378; that even if this ZAI is\ndetermined to be a Project under CEQA, it is exempt pursuant to\nCEQA Guidelines Section 15061(b)(3), because it can be seen with\ncertainty that there is no possibility that the Project may have a\nsignificant effect on the environment; and that if this ZAI is determined\nto be a Project under CEQA, it is categorically exempt pursuant to\nCEQA Guidelines Section 15308 (Class 8) and that there is no\nsubstantial evidence demonstrating that an exception to an exemption\npursuant to CEQA Guidelines Section 15300.2 applies, as the\nenvironmental clearance for this ZAI applicable to oil/gas well\noperations in the City of Los Angeles, issued by the Chief Zoning\nAdministrator on June 12, 2025, interpreting the meaning of “well\nmaintenance” in the Los Angeles Municipal Code (LAMC), as activities\ntriggering a “Rework Permit” from the California Geologic Energy\nManagement Division and/or notification per South Coast Air Quality\nManagement District Rule 1148.2 for “Well Rework” and/or “Injection”\nincluding one or more of the following activities: acidizing, hydraulic\nfracturing, gravel packing, maintenance acidizing, matrix acidizing, and\nacid fracturing; for the City of Los Angeles.\nApplicant: City of Los Angeles\nCase No. ENV-2025-3305-CE-1A\nRelated Cases: ZA-2025-2976-ZAI; ZA-2025-2976-ZAI-1A; ENV-2025-\n3305-CE\nFiscal Impact Statement: No
