(12)\n26-0088-S1\nAD HOC COMMITTEE ON MEASURE UNITED TO HOUSE LOS\nANGELES (ULA) REPORT relative to creating a comprehensive\nanalysis of Measure ULA revenues, expenditures, and programmatic\noutcomes from April 1, 2023 through January 31, 2026, and projected\nfor the remainder of Fiscal Year (FY) 2025-26 and FY 2026-27.\nRecommendations for Council action, as initiated by Motion (Jurado,\nHernandez - Yaroslavsky):\n1. INSTRUCT the Los Angeles Housing Department (LAHD), in\ncollaboration with the Chief Legislative Analyst (CLA), City\nAdministrative Officer (CAO), and Office of Finance, to report\nwithin 15 days with a comprehensive analysis of Measure ULA\nrevenues, expenditures, and programmatic outcomes from April\n1, 2023 through January 31, 2026, and projected for the\nremainder of Fiscal Year 2025-2026 and Fiscal Year 2026-2027.\nThis report shall include, but not be limited to revenue and fiscal\nanalysis; programmatic funding impacts; and tenant and\nhousehold outcomes as detailed in the Motion.\n2. INSTRUCT the LAHD to report on the impacts of the following\nproposed changes on Measure ULA revenues, programs, and\ntenants served:\na. Exempting multifamily (defined as any property containing\n4 or more dwelling units), commercial, or mixed use\nproperties that received their first Certificate of Occupancy\nwithin the last 15 years.\nb. Exempting single-family housing properties destroyed by\na disaster within the previous 3 years that resulted in a\ndeclared local emergency.\n3. INSTRUCT the CLA to compile and analyze independent\nstudies that have been conducted on the impact of Measure\nUnited to House LA on housing production in the City, and to\nreview any proposed or enacted changes to ordinances in other\njurisdictions that are similar to Measure ULA, including, but not\nlimited to, Proposition I in San Francisco and Measure RE in\nCulver City.\nFiscal Impact Statement: Neither the CAO nor the CLA has completed\na financial analysis of this report.
