(17)\n26-0449\nCONSIDERATION OF EXEMPTION, CITY ATTORNEY REPORT and\nORDINANCE FIRST CONSIDERATION relative to approving the Utah\nSolar 1 Power Sales Agreement, No. BP 25-017 and the Utah Solar 1\nAgency Agreement, No. BP 25-018 by and between the City, acting by\nand through the Los Angeles Department of Water and Power, and the\nSouthern California Public Power Authority.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. DETERMINE that the agreements are exempt pursuant to the\nCalifornia Environmental Quality Act (CEQA) Guidelines Section\n15060(c)(3). In accordance with this section, an activity is not\nsubject to CEQA if it does not meet the definition of a project.\nSection 15378(b)(2) states that continuing administrative or\nmaintenance activities do not meet that definition.\n2. PRESENT and ADOPT the accompanying ORDINANCE dated\nMarch 26, 2026, relative to approving the Utah Solar 1 Power\nSales Agreement, No. BP 25-017 and the Utah Solar 1 Agency\nAgreement, No. BP 25-018 by and between the City, acting by\nand through the Los Angeles Department of Water and Power,\nand the Southern California Public Power Authority.\nFiscal Impact Statement: None submitted by the City Attorney. Neither\nthe City Administrative Officer nor the Chief Legislative Analyst has\ncompleted a financial analysis of this report.
