(6)\n23-0555\nCD 9\nCATEGORICAL EXEMPTION, PUBLIC WORKS COMMITTEE\nREPORT and RESOLUTION relative to the temporary closure of an\nalley southerly of Manchester Avenue between Avalon Boulevard and\nMcKinley Place.\nRecommendations for Council action:\n1. FIND that the temporary closure of an alley southerly of\nManchester Avenue between Avalon Boulevard and McKinley\nPlace is categorically exempt under Article III, Class 5, of the\nLos Angeles City Guidelines for the implementation of the\nCalifornia Environmental Quality Act of 1970.\n2. FIND that the alley as shown in the City Engineer report dated\nJanuary 21, 2026, attached to the Council file, subject to the\nconditions contained herein, be temporarily closed pursuant to\nState Vehicle Code Section 21101.4 for a period of eighteen\nmonths upon Council approval.\n3. ADOPT the accompanying RESOLUTION, signed by the City\nAttorney.\n4. ADOPT the following findings:\na. There is substantial evidence of serious and continual\ncriminal activities in the alley recommended for temporary\nclosure.\nb. The temporary closure of the alley will reduce the criminal\nactivity in the area.\nc. The alley does not provide necessary vehicular or\npedestrian access to adjacent properties.\nd. The closure will not substantially adversely affect traffic\nflow, safety on adjacent streets or in the surrounding\nneighborhoods, the operation of emergency vehicles or\nthe performance of municipal or public utility services in\nthe alley proposed to be temporarily closed.\ne. Vehicular and pedestrian traffic on the alley contribute to\nthe criminal activities.\nf. The alley has not been designated as a through highway\nor arterial street.\nFiscal Impact Statement: The City Engineer reports that the Bureau of\nEngineering is absorbing the cost of processing the request in the\napproximate amount of $5,000. Maintenance of the public easement\nby City forces will be eliminated.
