5.5\nJoint Powers Agreement: Approve a Joint Powers Agreement Between the City of Chula Vista\nand the County of San Diego for the Planning, Operations, and Maintenance of the Otay\nRanch Open Space Preserve\nReport Number: 26-0020\nLocation: East of Interstate 805, south-southwest of Jamul, and north of the U.S.-Mexico\nborder in the area generally surrounding the Lower Otay Reservoir\nDepartment: Development Services\nG.C. § 84308 Regulations Apply: No\nEnvironmental Notice: The activity is not a “Project” as defined under Section 15378 of the\nCalifornia Environmental Quality Act State Guidelines. Therefore, pursuant to State Guidelines\nSection 15060(c)(3) no environmental review is required. Notwithstanding the foregoing, the\nactivity qualifies for an Exemption pursuant to Section 15061(b)(3) of the California\nEnvironmental Quality Act State Guidelines.\nRECOMMENDED ACTION:\nAdopt a resolution approving a renewed and revised 30-year Joint Powers Agreement between\nthe City of Chula Vista and the County of San Diego for the Planning, Operations, and\nMaintenance of the Otay Ranch Open Space Preserve and authorizing the City Manager to\nexecute the renewed and revised 30-year Joint Powers Agreement.
