All other projects are not site\nspecific.\nDepartment: Housing and Homeless Services\nG.C. § 84308 Regulations Apply: Yes\nEnvironmental Notice: The activity is not a “Project” as defined under Section 15378 of the\nCalifornia Environmental Quality Act State Guidelines. Therefore, pursuant to State Guidelines\nSection 15060(c)(3) no environmental review is required. Under the National Environmental\nPolicy Act, the activity is exempt pursuant to Title 24, Part 58.34(a)(2)&(3) of the Code of\nFederal Regulations and pursuant to the U.S. Department of Housing & Urban Development\nEnvironmental Guidelines.\nRECOMMENDED ACTION:\nConduct the public hearing and receive community input on the Fiscal Year 2026-2027 U.S.\nDepartment of Housing and Urban Development Annual Action Plan recommendations for\nFederal Grant funding, including the Community Development Block Grant, Emergency\nSolutions Grant, and the HOME Investment Partnerships Act programs.
