12.\nFirst Reading and Introduction of Ordinance No. 1525 that Amends Chapter 153, Part 11 of the\nBaldwin Park Municipal Code Relating to Accessory Dwelling Units and Junior Accessory\nDwelling Units In Response to Changes in State Law, Amending in its Entirety Chapter 153,\nSection 153.135 Relating to Objective Design Standards and Finding the Action to be Statutorily\nExempt from CEQA Under Section 21080.17 of the Public Resources Code (Location: Citywide;\nApplicant: City of Baldwin Park; Case Number: AZC 25-01)\nIt is recommended that the City Council:\n1. Conduct a public hearing.\n2. Find the proposed ordinance is exempt from environmental review under the California\nEnvironmental Quality Act (Pub. Resources Code, §§ 21000 et seq.) (âCEQAâ) and the State\nCEQA Guidelines (Cal. Code Regs, tit. 14, §§ 15000 et seq.). Specifically, the ordinance is\ncategorically exempt from CEQA under Guidelines Section 21080.17, which exempts the\nadoption of an Accessory Dwelling Unit ordinance to implement the provisions of Section\n66310, et. seq. of the Government Code, and therefore no environmental review under CEQA\nis required.\n3. Introduce by first reading, by title only and waive further reading, Ordinance 1525, entitled:\nâAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK,\nCALIFORNIA AMENDING IN ITS ENTIRETY, THE BALDWIN PARK MUNICIPAL\nCODE, TITLE XV, LAND USAGE, CHAPTER 153, PART 11 (ACCESSORY DWELLING\nUNITS AND JUNIOR ACCESSORY DWELLING UNITS) TO BE IN COMPLIANCE\nWITH STATE LAW REGARDING ACCESSORY DWELLING UNITS AND JUNIOR\nACCESSORY DWELLING UNITS, AMENDING IN ITS ENTIRETY CHAPTER 153,\nSECTION 153.135 (OBJECTIVE DESIGN STANDARDS), AND FINDING THE ACTION\nTO BE STATUTORILY EXEMPT FROM CEQA UNDER PUBLIC RESOURCES CODE §\n21080.17â and approve Zoning Code Text Amendment application AZC 25-01.
