6. 26-54852\nRecommendation to recommend that City Council adopt an Addendum (EIRA26-\n002) to the Program Environmental Impact Report (PEIR) prepared for the General\nPlan Land Use Element and Urban Design Element (EIR 03-16) (SCH No.\n2015051054) relating to the implementation of the General Plan Land Use Element\nthrough an amendment to Title 21 and Title 22 of the Zoning Regulations; and\nRecommend that City Council approve a Zoning Code Amendment (ZCA24-004)\nand Local Coastal Program Amendment (LCPA24-005), and adopt the proposed\nfindings related thereto, to amend Chapter 4 of the of Southeast Area Specific Plan\n(SP-2); and Title 2, Title 21, and Title 22 of the Long Beach Municipal Code\n(Zoning Ordinance) in accordance with State Law and the City’s adopted 6th Cycle\nHousing Element. The proposed code changes are intended to satisfy state\nmandates and better align the Zoning Code with the City’s General plan by\nimplementing required Housing Element actions to facilitate and streamline\nhousing production in the City. The amendment is composed of four (4) major\ncomponents: (1) codifying required Housing Element Implementation actions\nrelated to streamlining housing development and addressing fair housing goals\naround discrimination and segregation of uses, (2) implementing provisions from\nthe City’s 2023 Emergency Declaration of Housing and Homelessness, (3)\nsatisfying new State Housing Law requirements around residential uses,\ndefinitions, and allowances citywide, and (4) changing technical language that\nclarifies the zoning code, addresses inconsistencies, and removes duplicative\ninformation related to housing uses and regulations. Additional minor code\nchanges not specific to housing are proposed to address existing inconsistencies\nwithin the Zoning Code related to commercial use allowances, wireless\ntelecommunications facilities, and clarifications on approval procedures.(Citywide)\nSuggested Action:\nApprove recommendation.
