12.\nAward a contract to the lowest responsible bidder, Toro Enterprises, Inc., in the amount of\n$3,825,688, for the Brookhurst Street Improvements from Cerritos Avenue to 150 feet North of\nGuinida Lane Project; authorize the Director of Public Works to execute the contract and related\ndocuments and to take the necessary actions to implement and administer the contract; and\nauthorize and direct the Finance Director to execute the Escrow Agreement pertaining to contract\nretentions.
